According to Paul Hunt, UN Special Rapporteur on the right to the highest attainable standard of health (2002-2008), who has repeatedly argued that maternal mortality is not only a health and developmental issue but also a human rights issue:
"The Human Rights Council's resolution is a breakthrough. The UN's apex human rights body recognises that maternal mortality bears upon the rights to health, life, non-discrimination, equality and so on. The Council also recognises that human rights are not only about whistle-blowing but also about shaping robust, equitable policies. The thematic study should be as consultative as possible, providing a critically important bridge between the human rights and health communities. And it should be practical - for example, rather than talking generally about human rights accountability, it might explore specific forms of accountability, such as maternal death audits or reviews, drawing from the rich experience of health workers from all over the world. This resolution has major implications not only for maternal health, not only for health, but also for the broader economic, social and cultural rights movement."

UN Human Rights Council adopts resolution on Preventable maternal mortality and morbidity and human rights
The Human Rights Council at its eleventh regular session on 17 June 2009 adopted an important resolution on ‘Preventable maternal mortality and morbidity and human rights’. In taking action on this resolution Governments not only express grave concern for the unacceptably high rates of maternal mortality and morbidity, but also acknowledge that it is a human rights issue. They therefore commit themselves to enhance their efforts at the national and international level to protect the lives of women and girls worldwide.

Fifteen years after Cairo Stan Bernstein of UNFP moderated a discussion by Nafis Sadik, Fred Sai, and Francis Kissing
In looking ahead, the panelists called for a sharp focus on the achievement of universal access to reproductive health by 2015, and the mobilization of young people and the development community to more actively support the visionary ICPD agenda. They noted that the economic climate has changed since 1994, which means that advocacy about and commitment to the vision of the ICPD is more important than ever.
